BHUMI VIKAS SHAYAK

From Claude Impact Lab, Bhopal, 11 October 2026.

A building-rule assistant: clerks ask in plain Hindi or English for source-backed answers, with a visual buildability simulator and a building-plan pre-check.

The problem

In urban planning and building permission processes, municipal clerks need to identify the correct building regulations applicable to a specific plot. These rules are often spread across lengthy rulebooks, multiple government documents, and amendments, making it difficult to quickly find the exact applicable provision and verify its validity.

This creates three major problems:

  • Time-consuming rule discovery: Clerks must manually search lengthy documents to find relevant rules, clauses, and conditions.
  • Risk of incorrect interpretation: A rule may be outdated, applicable only to a particular zone, or subject to specific conditions. Missing these details can lead to incorrect guidance.
  • Lack of traceability: Finding an answer is not enough; clerks need the exact rule number, original text, and official source to justify their decisions.

How it works

Bhumi Vikas Sahayak is an Al-powered building-rule assistance tool that allows clerks to ask questions in plain Hindi or English and receive concise, source-backed answers. It also provides a visual buildability simulator and a building-plan pre-check to identify potential conflicts with applicable regulations.

Unlike a conventional chatbot, it explicitly acknowledges when the available rules do not provide an answer. It helps clerks understand and verify regulations without replacing their professional judgment or decision-making authority.

In one line: We are solving the problem of slow, error-prone, and difficult-to-verify access to building regulations by turning complex rulebooks into actionable, traceable guidance.
