BhuVikas AI – Intelligent Building Regulation & Compliance Assistant for Madhya Pradesh

Building regulations and urban planning rules are often buried in lengthy government PDFs, gazette notifications, and complex technical documents. Architects, builders, property owners, and municipal officials face difficulties identifying applicable rules for plot setbacks, Floor Area Ratio (FAR), building height, ground coverage, and other compliance requirements. Manual verification is time-consuming, confusing, and prone to errors, potentially leading to non-compliant building plans, costly redesigns, and delays in approvals. There is a need for an accessible, reliable, and transparent solution that simplifies regulatory understanding and helps users make informed building-planning decisions.

BhuVikas AI is an AI-powered building regulation and compliance assistant designed to simplify building planning under Madhya Pradesh's regulatory framework. It combines AI-powered document understanding with rule-based compliance checks to extract relevant clauses from government documents, evaluate building parameters, identify potential violations, and provide actionable suggestions with supporting regulatory references. The platform aims to help users understand applicable requirements through a simple, accessible interface, with bilingual support for Hindi and English. By combining intelligent document analysis, transparent rule evaluation, and predictive insights where supported by available data, BhuVikas AI aims to reduce manual effort, improve regulatory awareness, and make building compliance faster, clearer, and more accessible.

We utilized Claude in two complementary ways: in the product architecture (Runtime AI Engine) and during development (AI-Powered Engineering).

In the Product (Grounded Legal RAG Engine): We integrated the Claude API (@anthropic-ai/sdk) to power our natural language legal assistant (/api/ai-search). When citizens, builders, or architects ask unformatted, real-world questions (e.g., "Can I open a shop in the basement?" or in Hindi/Hinglish), our custom search engine retrieves the exact relevant statutory rules and feeds them to Claude as verified context. Claude analyzes the legal provisions and synthesizes an authoritative, plain-language answer citing the exact Rule number, sub-rule, and Gazette page with zero hallucination.
