A bilingual rule-reference site: a clerk gets a plot checklist, asks rule questions in English or Hindi and sees the rule, its source text and PDF page.
The problem
Building-permission clerks and citizens need quick answers about plot rules—setbacks, rainwater harvesting, parking, documents, building height, etc. But the rules are spread across a long technical document, so finding the right rule and proving its source takes time and can cause confusion.
How it works
Bhumi Vikas Sahayak is a simple bilingual rule-reference website. A clerk can:
- Enter basic plot details for a quick checklist.
- Ask a rule question in English or Hindi.
- See the relevant rule, official source text, and PDF page reference.
- Sign in as a clerk and download a decision-reference note.
How Claude was used
We used Claude AI coding assistant to speed up frontend development, create the bilingual interface, connect Firebase login, structure the rule-search logic, and iterate on the user experience. We still kept the rule answers source-backed and clearly state that final permission decisions remain with the competent authority.
