Sarthi

From Claude Impact Lab, Bhopal, 11 October 2026.

A web chat, with a WhatsApp bot in progress, where a permission clerk asks about the MP Bhumi Vikas Rules in English or Hindi and the search finds the rule.

The problem

Clerks at the Bhopal Municipal Corporation building-permission counter answer the same questions all day: setbacks, how many floors, what fee. The answers are spread across the 108-page MP Bhumi Vikas Rules, 2012, much of it in tables, and the rules keep being amended. Bhumi Vikas Sahayak lets a clerk ask in plain English or Hindi and get a short answer within a minute, with the rule number and the exact source text to show the citizen. When the rules don't cover the question, it says "not found" instead of guessing.

How it works

  • WhatsApp bot: clerks can message the assistant from their phone through the WhatsApp Cloud API. The webhook checks Meta's signature on every request, replies right away so Meta doesn't retry, and answers in a thread on the clerk's message. Right now it confirms the question was received; it will return rule answers once search is connected.
  • Apple Watch (in progress): a hands-free way for a clerk at the counter to ask a question by voice from the Watch and get the rule number back, built on Apple Shortcuts calling our backend. A teammate is building it.
  • Web app: Next.js login (Supabase) with an English/Hindi toggle, a chat screen, and voice input through Sarvam speech-to-text. The browser never calls the backend directly.
  • Hindi support via Cerebras: Hindi and Hinglish questions are translated to English with qwen on Cerebras before search. In our stress test (28 English and 13 Hindi questions written by us), the correct rule is in the top 5 for 28/28 English questions and 11/13 translated Hindi questions, up from 3/13 when Hindi is searched directly. We also ran a determinism test: the same question asked five times, in English, Hindi and Hinglish, has to give identical results.
