Turns messy, duplicated municipal complaints into structured tickets with the department, urgency and location identified, and a person approving each one.

The problem

We’re solving a simple but important problem: municipal staff receive lots of messy and duplicate complaints, and it takes time to figure out what the issue is and which department should handle it.

Our system understands the complaint, organizes it, detects duplicates, and helps route it to the right department—faster and with less manual work.

How it works

Our solution is an AI-powered complaint triage system that takes messy complaints and turns them into clear, structured tickets. It identifies the right department, urgency, location, and duplicate complaints, while keeping a human in control for final approval.

In simple words: AI understands the complaint, the authority validates it, and staff can act on it faster.

Built with

As stated by the team.

We built it using React for the frontend, Python and FastAPI for the backend, and Gemini AI to understand and classify complaints. We use PostgreSQL to store the data with Redis and Celery to handle processing in the background.

Basically, React makes it easy to use, FastAPI runs the system, and Gemini does the smart
